1. Introduction

The Child Tracking System (CTS) Application is developed and maintained by the Department of Education, Chandigarh for the purpose of identification, tracking, and delivery of benefits/services to children under various government welfare schemes.

2.2 Sensitive Personal Data

• Family income / EWS classification
• Migration status

2.3 Identification Data

• Aadhaar Number or any other ID Number as per requirement.

2.4 Guardian Details

• Name of parent/guardian
• Contact details

3. Purpose of Data Collection

The data is collected strictly for the following purposes:

• Identification and tracking of beneficiaries
• Delivery of welfare schemes and services
• Verification of eligibility under various schemes
• Monitoring and policy planning by the Government

Data shall not be used for any purpose other than those specified above.

5. Aadhaar Data Handling

• Aadhaar data, if required and collected, shall be subject to compliance with the Aadhaar Act and UIDAI guidelines.
• Aadhaar information shall only be collected, stored, or processed if duly authorized by competent authority.
• In absence of such authorization, alternative identification mechanisms may be adopted.

7. Data Security Measures

The Department shall implement appropriate technical and organizational measures, including:

• Secure servers and encrypted data storage
• All data stored in the database in encrypted format with appropriate hashing algorithm
• Separate secure data storage mechanism developed for storing any ID number like Aadhaar
• Role-based access control
• Audit logs and monitoring
• Protection against unauthorized access, disclosure, or misuse

8. Data Encryption and Security

• All data stored in the database shall be secured using industry-standard encryption mechanisms.
• Sensitive personal data shall be encrypted at rest and in transit using strong cryptographic protocols.
• Wherever applicable, critical data elements shall be stored using secure hashing algorithms with appropriate salting.
• Encryption keys shall be securely managed with restricted access and periodic rotation.
